<p><strong>SECRETARY RUBIO:</strong> Well, thank you for allowing me to come. As you can imagine, last night we had the State of the Union; it was two hours, the speech, and then we got on a plane and came here. And when I told my colleagues I needed to come here to Saint Kitts and Nevis on a work trip, they were like, “Oh, sure, you’re going on a work trip.” (Laughter.) But in fact it is, with our important partners, allies, and friends from the region, and I want to thank you for giving me this small opportunity to share some time with you and to be a part of this gathering.<u></u><u></u></p>

<p>I don’t know when the last time – you said 10 years ago was the last time all the members were together, or the last time a secretary of state joined you?<u></u><u></u></p>
</div>
<div>
<p><strong>MODERATOR:</strong> They told me 10 years ago. That is what I am told.<u></u><u></u></p>
</div>
<div>
<p><strong>SECRETARY RUBIO:</strong> I was hoping it had been some 30 years since a secretary of state came. (Laughter.) Anyway, I’m happy to be here. This is – in many ways, the Caribbean Basin is home for me, having grown up and lived almost the entirety of my life in Miami, and during my career in the United States Senate followed very carefully the issues that impact this region. And I am very happy to be in an administration that’s giving priority to the Western Hemisphere after largely being ignored for a very long time. There’s extraordinary opportunities. We share two things: We share common opportunities, and we share some common challenges. And that’s what we hope to confront.<u></u><u></u></p>
</div>
<div>
<p>I want to start out by saying that I’m also happy to be part of an administration that is not constrained by outdated orthodoxy, outdated boilerplate platitudes about partnerships and the like. We are interested in rebuilding and constructing a new dynamic in this Western Hemisphere in which we partner with all of you on the issues we share in common. I won’t go long. I don’t want to go long, but I want to touch upon a few of those because I think they’re important and they impact the broader Americas.<u></u><u></u></p>
</div>
<div>
<p>The first is the one I’ve shared with many of you individually and will share with you again now: We believe that perhaps the most urgent security threat in the region – that includes us, but obviously all of you – is the threat of these transnational criminal organizations, many of you – many of whom have funding and power that rival if not exceed that of many of the nation-states that they threaten. We recognize that it is an interlocked challenge that comes from a broader perspective. Number one, they’re obviously fueled by narcotrafficking and other illicit means. Oftentimes, those drugs and the proceeds from those drugs – those drugs are destined for the United States, but the proceeds from those drugs, the money they’re ultimately making, is being made in the streets of our country. This is a danger in the countries that they transit, and it’s ultimately a danger to the national security of the United States.<u></u><u></u></p>
</div>
<div>
<p>We’ve also watched with alarm at the level of armament that these groups have. We recognize that many of these groups are buying weaponry from the United States, and that we are committed and continue to work very hard with our law enforcement agencies to shut that down. I hope you have seen, both in the case of Haiti but in other dynamics, that we have not shied away, not just from designating groups for what they are – these are terroristic organizations – but even individuals who are responsible for being supportive of them. We’ve also gone after them, and this is something that we have as a shared dynamic.<u></u><u></u></p>

<div>
<p>We have a long history of working together on responding to these challenges, but I think our cooperation will have to grow even deeper and our commitment to it will have to grow even stronger because these groups grow stronger.<u></u><u></u></p>
</div>
<div>
<p>I point you only to something not in the Caribbean Basin, but nonetheless indicative of what we’re – the challenges that we’re facing here, and that is the role that these drug cartels have established for themselves in Mexico. I’m not sure if you’ve seen some of the imagery of these groups after their leader was killed, but they’re out there with full military gear, military weaponry, armed transports – very dangerous. And it is something that we need to address collectively and together.<u></u><u></u></p>
</div>
<div>
<p>The second thing is there are extraordinary opportunities for economic advancement, to work together on issues like energy. Energy is critical for the future; it’s critical for every economy in order to prosper. Many of the countries represented here today have energy resources that I know you seek to explore responsibly, safely, but in a way that generates wealth and prosperity for your people and your countries, and we want to be your partner in that regard. So that’s another area of – that hopefully we can cooperate on very closely together. And I would add to that that part of the dynamics there is some of the regional – some of the regional opportunities that are occurring.<u></u><u></u></p>
</div>
<div>
<p>Irrespective of how some of you may have individually felt about our operations and our policy towards Venezuela, I will tell you this, and I will tell you this without any apology or without any apprehension: Venezuela is better off today than it was eight weeks ago. The progress being made there is substantial, and there’s a long ways to go. But the new interim authorities, led by Delcy Rodríguez, have done things that eight or nine weeks ago would have been unimaginable. They have released political prisoners; they have closed Helicoide, which is their most infamous prison of all. They are, for the first time in a long time, generating oil revenue that’s going to the benefit of their people, using those funds not just to make payroll for government services but to purchase medical equipment that’s necessary for their system.<u></u><u></u></p>
</div>
<div>
<p>There’s a long ways to go, and we’re committed to making it work. We have opened – reopened our embassy in Caracas, where we have an excellent chargé who’s on the ground, along with other government officials, and we intend to continue to build on that. Now, we believe strongly – and I think all of you would share this view – that ultimately, in order for them to take the next step to truly develop that country and to truly benefit from that country’s riches for the benefit of their people, they will need the legitimacy of democratic – fair, democratic elections. But our initial priority in the aftermath of Maduro’s capture was to ensure that there wasn’t instability, that there wasn’t mass migration, that there wasn’t spillover violence, and we believe we have achieved that.<u></u><u></u></p>

<div>
<p>Now we are in the process from going from that phase of stability to a phase of recovery. That country needs to recover from a lot of things, including deep, internal fractures, but also some dysfunction that existed in their economic systems. I say all this to you because ultimately we do believe that a prosperous, free Venezuela who’s governed by a legitimate government who has the interests of their people in mind could also be an extraordinary partner and asset to many of the countries represented here today in terms of energy needs and the like, and also one less source of instability in the region. So we expect to work very closely with all of you on that topic as well to the extent possible, and I think it’s related to the topic of security that I highlighted.<u></u><u></u></p>

<p>The third point is just the broader stability of the region. We want the region to be seen. And I include the region of the southern United States, which we know is part of the Caribbean Basin. We want it to be a place that is attractive for inbound investment. Many of you have taken on the – and done a tremendous job of seeking to diversify your economies and continue to seek ways to diversify your economies. To the extent that there are opportunities for American businesses or American investors to be a part of that, we want to facilitate that. We want to be a part of making that happen.<u></u><u></u></p>

<p>Here’s the bottom line: the stronger, the safer, the more prosperous, and the more secure that all of your counties are, the stronger, safer, more secure, and prosperous the United States is going to be. We view our security, our prosperity, our stability to be intricately tied to yours and we are going to evidence in the actions we’re prepared to take and in the priority that we want to give this our intent to follow through on it, which is why I’m here today, which is why I wanted to come here today and interact with all of you collectively and a few of you individually in the time that’s permitted to me.<u></u><u></u></p>

<p>So I want to thank you for this opportunity to address you. I hope that my presence here today serves as a real-world demonstration of our commitment to being your partner, to – I don’t even want to call it resetting relations because it’s really not about a reset. I mean, we have longstanding ties to each of you bilaterally and all of you collectively, but reinvigorating our relationships because we have a lot in common to work on, both opportunities and challenges, and the United States is committed to doing that. And certainly over the next three years and I remain in this post, it will be personal priority to me. It will be one that I will be personally engaged in and it’s one that I hope to leave for my successor, whoever that may be, a very strong and stable relationship that they can continue to build upon as well.<u></u><u></u></p>

Following its acquisition by <strong>Israel Aerospace Industries (IAI)</strong> in June 2023 and with the objective of further strengthening its dynamic development path, the General Assembly of January 20, 2025, approved the new Board of Directors of IDE, which is composed of high caliber and experienced executives in the market. <p style="text-align: justify;">It should be noted that in addition to Mr. Tsamaz, the new composition includes two more new members: Vice Admiral (retd) Mr. Stavros Banos, honorary director of the National Operations Center of the General Staff of National Defense, as well as Mr. Avraam-Minos Moses, an experienced senior executive in the financial sector and consulting services.</p>
<p style="text-align: justify;">
<p style="text-align: justify;">IAI proceeded with an increase in IDE&#8217;s share capital with the aim of developing and strengthening the company&#8217;s technological capabilities and infrastructure in the Defence and Space sectors, as well as supporting Greece&#8217;s economy and defense capabilities.</p>
<p style="text-align: justify;">Since 1992, IDE has been continuously investing in cutting-edge technologies, with the design, development and production of innovative defense systems. Due to the high level of its staff and technological infrastructure, leading foreign companies have trusted it, such as RAYTHEON, DIEHL, BOEING, RHEINMETALL and KMW.</p>
<p style="text-align: justify;">Since 2023, IDE has tripled the amount of its new contracts for future projects, having demonstrated remarkable adherence to its commitments &#8211; both in terms of time and quality &#8211; towards its domestic and international clients, while in 2025 it will increase its high-level human resources by 25%, meaning that over 100 new jobs will be created.</p>

<p style="text-align: justify;">President Carter also showed us what can be achieved through tireless and principled diplomacy, mediating a landmark deal with Israel and Egypt that helped forge peace between two nations that had spent decades at war. His efforts are an important reminder of what s possible, especially amidst renewed conflict and suffering in the region.<u></u><u></u></p>
<p style="text-align: justify;">Even after he left office, President Carter never stopped pursuing peace and advancing human rights, in ways big and small, often with his wife and partner of 77 years, Rosalynn, who passed away last year. For decades, they worked side-by-side, whether they were picking up hammers to help build homes for families in need, or leading efforts through the Carter Center to eradicate disease, resolve armed conflict, <wbr />monitor elections, and promote democracy.<u></u><u></u></p>
<p style="text-align: justify;">A man of faith, President Carter once said that our greatest blessings come when we are able to improve the lives of others.  By that measure and so many others, President Carter lived a blessed life.</p>

<p style="text-align: justify;">During the exercise and following scenarios of escalating difficulty, the operational capabilities and state-of-the-art technologies of two IAI/ELTA’s tactical ESM / ELINT systems, interconnected with IDE&#8217;s high-speed broadband radios, were successfully utilized, offering a complete solution of a mini-tactical Command &amp; Control (C2) system, where the synthesis of a recognized picture of the tactical field is based solely on passive sensors.</p>

<p style="text-align: justify;"><strong>Kyiv, 20 September 2024</strong> &#8211; Ukraine’s new Community Recovery Academy was launched this week during an international conference about post-war recovery, &#8220;Create tomorrow: post-war reconstruction and restoration of communities&#8221;. The Academy, financed by the UK government through UK International Development and the International Republican Institute of Ukraine (IRI), is aimed at training municipal managers to rebuild Ukraine.<u></u><u></u></p>
<p style="text-align: justify;"> <u></u><u></u></p>
<p style="text-align: justify;">The Kyiv School of Economics has estimated that the cost of the damage caused by the russians to Ukrainian infrastructure is at least $155 billion, starting with over 250,000 buildings being destroyed or damaged, particularly in the Donetsk, Lugansk, Kharkiv, Kyiv, Chernihiv and Kherson regions. This provides some illustration of the scale of the restoration work required and, therefore, the importance of training specialists.<u></u><u></u></p>
<p style="text-align: justify;"> <u></u><u></u></p>
<p style="text-align: justify;">Lucy Bakland, First secretary of the UK Embassy in Ukraine said, &#8220;This project coincides with our values. This is evidence of a decentralised and local approach to recovery and reconstruction, initiatives that are led by those who know the communities and the people living in them best. We can see the passion with which local leaders and community representatives at all levels approach the challenges of recovery and reconstruction. Let&#8217;s be frank, those challenges are multiple and highly complex in a context of Russia&#8217;s unfathomable destruction and the suffering that has caused. The UK is steadfast in its support of Ukraine’s victory and we will continue supporting Ukraine after its victory.&#8221;<u></u><u></u></p>
<p style="text-align: justify;"> <u></u><u></u></p>
<p style="text-align: justify;">The Community Recovery Academy was founded by the Association of Cities of Ukraine and NGO Mariupol Reborn as a response to the requests from communities about the plans and resources needed for effective post-war reconstruction and restoration, the involvement of international assistance, and coordination between state and non-state structures.<u></u><u></u></p>
<p style="text-align: justify;"> <u></u><u></u></p>
<p style="text-align: justify;">The programme, which will run until March 2025, aims to prepare municipal managers for the recovery period.  The result will be developed recovery visions for each of the municipal teams. The best graduates will continue training at the academic level, studying for diplomas. Representatives of more than 100 Ukrainian communities have already submitted applications for participation.<u></u><u></u></p>
<p style="text-align: justify;"> <u></u><u></u></p>
<p style="text-align: justify;">Mariupol Mayor Vadym Boichenko, Head of the Section for the Development of Temporarily Occupied and De-Occupied communities of AUC, said, &#8220;The Community Recovery Academy was born from the development of our common vision for regeneration of Mariupol. The best teachers, professors and candidates have prepared this programme, transforming our development plans into the educational process. We want to give communities across Ukraine the benefit of the work we have done, so together we can rebuild the Ukraine we all deserve.”<u></u><u></u></p>

<p style="text-align: justify;">The educational materials have been developed by the Kyiv-Mohyla Academy,  one of the leading Ukrainian universities, with the Metinvest Polytechnic.<u></u><u></u></p>

<p style="text-align: justify;">Ukrainian businesses are also involved in the implementation of the project. Rinat Akhmetov’s Metinvest and the SCM Group are systematically investing in the restoration of destroyed cities and infrastructure.<u></u><u></u></p>

<p style="text-align: justify;">Natalia Yemchenko, member of the Supervisory Board of Mariupol Reborn and Chief Corporate Affairs Officer of the SCM Group, said, &#8220;This Academy is about a chance to rebuild Ukraine on the basis of new principles. It is a chance to jump over old problems and make Ukrainian cities competitive for many years ahead. And we need partners to make it happen: our educational partners and our city partners. It is impossible to rebuild a plant if no one can do the work.. It is impossible to compete if we do not have the specialists to provide the ideas and expertise. People must always be at the centre of everything we do and we should always maintain a sharp focus on building and maintaining community capacity.&#8221;<u></u><u></u></p>
<p style="text-align: justify;"> <u></u><u></u></p>
<p style="text-align: justify;">Cooperation between the state, local authorities, business and international partners in the restoration of Ukraine is essential both for Ukraines’ regeneration and integration of the processes with the EU and the Council of Europe.<u></u><u></u></p>

<p style="text-align: justify;">Maciej Janczak,<strong> </strong>head of the Council of Europe Office in Ukraine, said,<strong> </strong>&#8220;The Projects of the Council of Europe provide assistance to central and local partners, as well as civil society, in strengthening their capacities, including on such issues as internally displaced persons, representatives of minority groups, local media, veterans and their families, and other issues. Potentially, experience and knowledge gained through implementation of those initiatives can also be integrated in the curriculum of the Community Recovery Academy. Local authorities have shown incredible resilience and have a key role to play in the recovery, reconstruction and transformation of Ukraine&#8221;.<u></u><u></u></p>

<p style="text-align: justify;">Andriy Yurchenko, head of the Rubizhne city military administration, said, &#8220;This is about communication between all community leaders, both occupied and de-occupied. The most important purpose of the Academy is to save people and to restore our communities for those people. And for the Rubizhan community it’s important to participate in the Community Recovery Academy.&#8221;</p>

<li>Schools relying on traditional ‘face to face’ methods of reporting concerns are experiencing an increasing pressure on frontline staff.</li>
<li>Forward thinking international Schools are adopting new technological solutions to release the pressure and provide transparency for teachers, schools and parents.</li>
</ul>
<p style="text-align: justify;">A new report from Tes suggests that many International Schools face being left behind and are seeing increasing pressure on their staff unless they adopt new methods to tackle the increasing rise in safeguarding concerns.</p>
<p style="text-align: justify;">The international report revealed 70% of all respondents, and 83% of safeguarding leads said they were seeing more safeguarding concerns than five years ago. These figures stayed consistent regionally, in Asia (70%), Europe (67%) and Africa (74%).</p>
<p style="text-align: justify;">As the number of safeguarding concerns increases, a growing number of schools are leading the way by putting in place robust, manageable processes and procedures backed by technology. Many however, are at the risk of unsustainable pressure on staff, as well as safeguarding concerns potentially slipping through the gaps as traditional approaches remain in place.</p>
<p style="text-align: justify;">Tes predicted more international schools will follow the lead of the 24% of respondents who have already adopted a technology-supported route to safeguarding in their school, meaning robust, quick, and transparent approaches encourages staff and pupil wellbeing.</p>
<p style="text-align: justify;">The news came as a huge majority (88%) of respondents stated that children spending more time online has made safeguarding harder, and simply relying on face-to-face communications was no longer enough, or even practical.</p>
<p style="text-align: justify;">Tes’ Safeguarding and Pastoral care lead, Dawn Jotham, said;</p>
<p style="text-align: justify;">“These results suggest that international schools are starting to experience trends mirrored elsewhere as safeguarding concerns increase as a result of new challenges such as those created by smart phones and social media. But as the number of concerns increases so do the solutions for tracking and reporting, and schools can then act quickly if they see patterns emerging.<br />
The international schools that are using new technology are helping to make raising concerns easier so aiding in the process of promoting a whole school approach to safeguarding. This builds confidence amongst pupils, staff, and parents.”</p>
<p style="text-align: justify;">Staff confidence was being further affected by a lack of adequate training with more than half of respondents saying their training needed improvements. With safeguarding training now easily available online to support teacher training at any time, Tes expects to see a trend change.</p>
<p style="text-align: justify;">Jotham continues: “Staff across all schools care deeply about the wellbeing and safety of the children they teach. With Technology providing many of the solutions available, we expect to see more and more international schools invest further in this field, not only to support their students and staff, but to also demonstrate that commitment in front of parents and communities.”</p>
